Originally incorporated as a village, it became a town/city in May 2002. Known locally as "the Downs", Ruidoso Downs is a suburb of adjoining Ruidoso and is a part of the Ruidoso Micropolitan Statistical Area.

Route 70, is titled after the Ruidoso Downs Race Track, which is positioned in the town/city along with Billy the Kid Casino and the Hubbard Museum of the American West.

According to a small-town Ruidoso Downs historian, early on Hispanos pioneer called the region "San Juanito." A new wave of families appeared after the Lincoln County War. In 1946 the Ruidoso News was established and the airport opened, and two years later radio arrived.

Ruidoso Downs is positioned at 33 19 54 N 105 35 46 W (33.331690, -105.596079). Elevation is 6420 feet.

According to the United States Enumeration Bureau, the village had a total region of 2.1 square miles (5.4 km2), all of it land.

In the town/city the populace was spread out with 29.1% under the age of 18, 8.2% from 18 to 24, 28.6% from 25 to 44, 24.8% from 45 to 64, and 9.4% who were 65 years of age or older.

The median income for a homehold in the village was $29,375, and the median income for a family was $30,500.

Sierra Blanca Regional Airport, positioned about 15 miles (24 km) northwest of Ruidoso Downs.

The town/city is the annual locale of the All American Futurity, which claims to be the richest race in Quarter Horse racing. On October 9 11, 2009, the twentieth annual Lincoln Cowboy Symposium was held at Ruidoso Downs.
